The Washington Post has reported that only 33 out of 12,000 FBI agents have even limited profiency in Arabic. One of the reasons is the strict background check the FBI undertakes (good intelligence on that). One obstacle in the background check is having family overseas, if this is the case it is harder to become an agent.

“It is easier to get a security clearance if you don’t have any interaction with foreigners, which is not what you want if you want better interaction with foreigners” said Daniel Byman, who heads Georgetown University’s Security Studies Program.

So basically we need clean cut white Americans to learn the Arabic language and culture to garner better intelligence. This is the only way the intelligence can be trustworthy, even if it isn’t trustworthy anyways because the people handling it aren’t Arabic.
